Central Valley Homeowners Act Now: House Proposes to Eliminate the Residential Solar Investment Tax Credit (ITC)

Urgent Update for Central Valley Homeowners: Residential Solar Tax Credit on the Chopping Block

If you’ve been thinking about installing solar on your home or expanding your current system, now is the time to act.

On May 13, 2025, the U.S. House Ways and Means Committee released a budget proposal that could bring major changes to how homeowners in the Central Valley and across the country go solar. The bill would eliminate the federal Residential Investment Tax Credit (ITC) under Section 25D, which has allowed families to save 30% on solar installations for years.

What This Means for Central Valley Residents

For families and farmers in Fresno, Clovis, Visalia, Bakersfield, and beyond, the federal ITC has made going solar a financially smart decision. Losing this credit would make clean solar energy upgrades less affordable.

Here’s what the proposal includes:

  • Eliminating the Residential ITC (Section 25D) by December 31, 2025. If your system isn’t installed and activated by then, you won’t qualify for the 30% federal tax credit.
  • Accelerated phase-down of the Commercial ITC (Section 48E) for business and agricultural customers.
  • Removal of consumer tax credits for electric vehicles and alternative fuels.

The proposed changes are part of a broader draft budget bill from the House Ways and Means Committee. While the bill does not fully repeal the Inflation Reduction Act (IRA), it does call for the elimination of specific clean energy tax credits and accelerates the phaseout of others. Read the full bill here.

Why This Matters to the Central Valley

The Central Valley has always been on the front lines of clean energy adoption. With abundant sun and a growing demand for energy independence, solar has helped reduce utility bills and keep farms, homes, and small businesses running efficiently. Cutting the ITC would:

  • Discourage new solar installations, just as utility rates continue to rise
  • Slow the economic growth of the Valley’s solar and energy storage
  • Impact jobs and sustainability in our local communities

What You Can Do Now

Go solar
or expand your system before the end of 2025. With utility rate hikes and NEM 3.0 changes already in effect, this new proposal could make waiting even more costly.

Don’t Wait Until It’s Too Late

This potential rollback is as significant as the NEM 2.0 to NEM 3.0 transition — and it’s coming quickly.
